Village adds two Little Free Libraries

The New Concord community is able enjoy two new Little Free Libraries in town.

The Little Free Library movement is the world’s largest book-sharing organization. It started in Hudson, Wisconsin.

The Little Free Library’s mission is “to be a catalyst for building community, inspiring readers, and expanding book access for all through a global network of volunteer-led Little Free Libraries,” with a vision of “a Little Free Library in every community and a book for every reader.”

The organization wants to provide 24/7 book access to communities.

It was announced at the June New Concord Village Council meeting the design review board met and discussed plans to place more libraries around the village of New Concord, bringing the total libraries to five.

The Little Free Library recorded 100,000 libraries across all 50 states, 110 countries, and all seven continents. The non-profit organization was granted the World Literacy Reward in 2020.

Little Free Library initiated a new movement in 2020 called “Read in Color” in response to George Floyd’s murder. This movement’s goal is to provide diverse books to all Little Free Library communities so readers can educate themselves on racism, social justice, BIPOC, and LGBTQ+ awareness.

Two new libraries have been placed in town. One is in front of Village Hall, and the other is at the New Concord Area Pool.

Two additional locations are soon scheduled to be placed in the community.

The new libraries are handmade by community member Jim Hatcher.

New Concord welcomes village administrator

Richard (Rick) D. Giroux has been appointed the Village of New Concord Village Administrator effective Aug. 10. The appointment follows an affirmative vote from New Concord Village Council during the Aug. 9 meeting.

Giroux is responsible for many day-to-day operations and strategic planning initiatives for New Concord under the mayor’s direction and brings public administration experience to the position. He has been an executive municipal administrator for over 20 years in Ohio and Florida, consistently attaining the local government objectives of the communities he served.

Giroux has developed budgets over $40 million, completed over $50 million in capital improvement projects, secured $25 million in grant funding, and managed municipalities of up to 125 employees.

“Rick brings the experience, track record and creativity that this position demands, and has a friendly and collaborative approach that the New Concord community will appreciate,” said Mayor Jennifer Lyle.

Giroux is proficient in all municipal functions: organizational and personnel management, strategic and comprehensive planning, economic community development, budget development and fiscal management, capital improvement and infrastructure development, planning and zoning, project and program management, grant writing and administration, legislative writing and analysis, policy drafting and development, contract administration, risk and emergency management, water and wastewater utilities and distribution, code enforcement, purchasing and procurement, public service operations, and public relations.

Village Council President Kristi Kearns said, “[Village] Council is excited to have Mr. Giroux join the team. We look forward to working with him as we honor our history and move the village forward.”

Giroux has received many public service awards, including distinguished and meritorious service for hurricane and catastrophic flood emergency operations, exceptional performance, and volunteer contributions.

He participates in many professional organizations including: the International City Managers Association, Ohio City Managers Association, Ohio Association of Public Safety Directors, Municipal Finance Officers Association of Ohio, and the Ohio Municipal League.

Giroux attended Muskingum University for two years before transferring to Ohio University, where he earned a bachelor’s degree in business administration. He achieved a 4.0 GPA for the core requirements of the University of Central Florida Master of Public Administration program.

Giroux is originally from Cambridge where he resides with his wife Caryn. They have three sons and seven grandsons.
